As the largest educational co-operative project between the Ministry of Education of P. R. China and the U.S. Department of Education, ELLS will exert far-flung influences on Teaching Chinese and English as foreign languages and U.S.-China educational exchanges and cooperations.

◎	Provide access to quality, Internet-based second-language instruction in English and Chinese ,for millions of students who lack qualified teachers and programs.

◎	Enhance the skills of teachers of second language instruction by providing them access to quality on-line training programs in pedagogy and content.

◎	Increase the knowledge base on effective teaching of a second language using technology with the analysis of data from the ELLS.
◎	Promote mutual understanding among students and educators in participating countries through greater respective for other languages and culture.
